KEY EXPERIENCE:           Extensive experience of the design and supervision of land reclamation and remediation, with particular reference to problem sites suffering from instability, contamination and undermining. The investigation of and design of remedial works for ground failures such as landslides. The management and execution of site assessments and appraisals, including desk and feasibility studies, risk assessments and ground investigation.

                                                Expert Witness opinion, support and advice in litigation to insurers, solicitors and private clients, where necessary assembling a small team of specialist professionals appropriate to the circumstances.

                                                Previous experience in earth dams and reservoirs and docks and harbours, including diving to inspect underwater installations.

                                                Planning Supervisor under Construction (Design and Management) Regulations for a variety of projects, including landslip stabilising works, construction on an active landfill site and works to a burning tyre tip.

EXPERIENCE: 

February 2003 to present:

                             Managing Director, Ward Jackson Associates Limited

            *                    Landslide control, stabilisation and monitoring, monitoring of landfill combustion and leachate discharge, river flood assessment and expert witness commissions in support of litigation. Contract administration.

September 1991 to February 2003:

                             Senior Partner, Ward Jackson Associates

            *                     Investigation, monitoring and design of proposals to stabilise major landslide. Subsequent preparation of contract documents and supervision of works to successfully halt landslide (contract value circa £3 million).

            *                     Investigation of contamination beneath old gasworks site and proposals for treatment and afteruse. Design and supervision of contract to reclaim the site for redevelopment. Preparation of a final "validation" report, in consultation with the Environment Agency and others, to verify the remediation of the site.

            *                      Providing engineering investigation, reports and recommendations in support of litigation. (Expert Witness).

            *                      Providing engineering and marketing support in South Wales for national and international firm of consulting engineers.

            *                      Provide Supervision-in-Chief for industrial estate infrastructure contracts.

            *                      Hydrological investigation of flooding involving property damage and substantial insurance claims.

            *                      Design, procure and supervise erection of innovative litter containment cell for landfill site

            *                      Investigate and provide expert opinion on heat and gas generation beneath commercial property that had caused closure of restaurant business.

             *                     Investigate and report on causes of building subsidence for insurance purposes and litigation.

            *                      Desk studies and borehole investigation of ground conditions for major industrial redevelopment sites in South Wales. Design and supervision of treatment of shallow mine workings by drilling and grouting.

            *                     Planning Supervisor under Construction and Design Management Regulations (1994). Member of the Association for Project Safety. (Resigned from the association in November 2007).

            *                      Hydrological study, report and management advice for burning waste tyre tip. Subsequent design and supervision of major drainage improvements to reduce pollution risk to downstream watercourses, together with steps to isolate underground fire resulting in reduced temperatures and subsequent extinction. Monitoring leachate flows with a view to improving leachate treatment.

            *                      Client liaison and work search for the Civil and Structural Engineering Department. Responsible for management of work and staff, staff selection and profitability.

            *                      Site investigation and feasibility studies and the design and supervision of major reclamation schemes.

            *                      Appraisal of problem sites for development. Design and supervision of treatment of shallow mine workings, landslips and contamination. Assessment of subsidence from deep mine workings.

            *                      Flood assessment, land drainage and reservoir safety.

            *                      Highway and infrastructure design for residential and industrial development.

 

April 1969 to June 1971:

                                    Design and Resident Engineer, Binnie and Partners, Consulting Engineers.

            *                      RC design and instrumentation for rock-fill dam, Llyn Brianne, Wales. Pile testing for major sewage treatment works, Norfolk. Supervision of remedial works for earth dam, South Wales, including grouting of clay core, raising crest, new intake structure and spillway.

 

September 1965 to April 1969:

                                    Graduate Engineer, Assistant Resident Engineer, Design Engineer, Docks and Harbours, Rendel Palmer and Tritton.

            *                      Extensive design and detailing work for Belfast Dry Dock and site supervision of the dock floor excavation and construction. Design and detailing of berthing and fendering facilities for major oil terminals.
